Preview what a TrainerTimeBilling for a person and month would contain

GET/api/time/trainer_time_billings/preview

Dry run of the settlement: reports the billable entries with the contract pricing, the resulting totals, the effective billing mode and the instructor allowance accounting without writing anything. Used by the administration before the settlement is actually created.
